Dr. Fengxiang Qiao is an Associate Professor at Department of Transportation Studies, Texas southern University. In his current capacity, he develops curriculum, instructs the courses Intelligent Transportation System Technologies and Applications, Design and Engineering of Transportation System, Transportation and Economics, Site Traffic Analysis, Transportation System Analysis, and Computer Applications in Transportation, and provides direction to PhD candidates. Dr. Qiao has authored a number of well-received articles including, Fuzzy Evaluation of Contra-flow Evacuation Plans in Texas Medical Center and Collection and Evaluation of On-Road Vehicle Emission and Activity Data in Houston. |

Mr. David Gao is Chief Transportation Planner with the Travel Demand Modeling group at the Houston-Galveston Area Council (H-GAC). David has worked for HGAC for over ten years. His job duties at H-GAC cover a variety of Travel Demand Forecasting related tasks. Before that, he worked for four years as an Associate Transportation Planner for the Association of Central Oklahoma Governments, the MPO in Oklahoma City metro area. He obtained a Master’s degree in Urban & Regional Planning from the University of Iowa. David is an active member of American Planning Association. He is also a Certified Planner by the American Institute of Certified Planners (AICP). |

Shuaiyu Chen, Ph.D., has seven years of traffic engineering experience. He has extensive experience in operation, simulation and modeling, planning, and safety studies. His experience includes traffic engineering studies, traffic signal design, traffic control plans; signing, pavement markings, operation analyses with SYNCHRO and TRANSYT-7F software for implementation of signal timing and capacity analyses, simulation and modeling studies with PARAMICS and VISSIM software, transportation planning with TRANSCAD and VISUM software packages, and ITS planning, design, deployment, operations, and maintenance. |

He graduated from Texas Southern University with a master's degree on Transportation Planning and Management.

He is certified as a Professional Traffic Operations Engineer. He is an adjunct professor at the University of Houston. |
